The man known for being far too fast for his own good, he's the youngest hero to ever hit the top ten running at age 18, and the youngest to open his own agency. Stylish and accessible, Hawks has a reputation for helping with every little thing on patrol, being exceptionally friendly with his fans and coming across as open and approachable.
He has a solid reputation as a heartthrob playboy. Is any of it real? Probably not.
In truth, Hawks is an operative of the Hero Public Safety Commission, a spy and a trained assassin, ready to dirty his hands to prevent anyone at all from being in his position. If it makes people feel safe, then he's willing to do it.
His dream is of a world where even the heroes have time to kill.

Hawks' biggest defining trait is his massive red wings, guaranteed to draw a crowd pretty much anytime. He has sharp, avian eyes that are yellow, he's fairly average height which makes him short compared to the other heroes. His uniform is full of gold and black and he can't be found without his noise cancelling headphones or the goggles that hide his eyes.

Keigo was born in a makeshift shack on the outskirts of Fukuoka. The child of criminals, he was not exactly a welcome addition to the family. His father was a prolific thief and murderer, the 'Takami Thief' and his mother Tomie was sheltering him. The conditions they lived in were squalid much of the home such as it was, was covered in trash that no one was taking out. The roof was incomplete and leaked, and they lived in fairly extreme poverty. Keigo was not permitted to leave the house, for Takami's fear that he would tell someone where he was.
Both of his parents were alcoholics, and potentially using other substances and both of them were abusive. Takami couldn't stand seeing Keigo's wings and would kick him in the back if the child ever showed it to him. By the time he was five or six, Takami was complaining that it was his fault that he was stuck there - because he couldn't ditch Tomie. When he got fed up and attempted to flee them, he did so in a stolen vehicle. The pro hero Endeavor would be the one to arrest Takami and throw him in jail.
Keigo was elated and relieved that his abusive father was out of his life, but Tomie was not willing to support herself, and thought she would get busted for harbouring the man, she grabbed Keigo and they fled, to be homeless on the streets. Tomie continued to be listless and doing little, and Keigo tried to look after her, but at six years old he didn't know how to do that. She would demand he find some kind of job and tell him there was no good reason he was born. Keigo had the heart of a hero and when he saved some people from a car accident, the Hero Public Safety Commission took notice of him. In exchange for a comfortable, responsibility-free life, Tomie would turn over her son, selling him to the Commission to be used as they saw fit.
This was the last time he would see Tomie. The Commission was looking for someone who was going to be their little soldier, a child young enough to brainwash into being completely loyal to them because their current operative - Lady Nagant - was already cracking. Keigo's name and identity would be stripped from him and he would undergo extremely brutal training and abusive methods as he was locked in a different cage, all for the promise of being a hero in the future. At no point did they suggest his freedom, but rather he would be a hero under their control. This would allow him to execute operations in the shadows. His predecessor would be locked away when Hawks was twelve, and it's likely the person to take her place was him.
When he officially debuted at age eighteen, he hit the ground running. Hawks had been trained in a wide variety of skills, including how to be a personable, affable celebrity. He would hit the top ten within six months and has remined there ever since. He's surrounded with a nice apartment he rarely sees, his own agency and none of it belongs to him, he's still the Commission's asset and pawn. He has risen to the number two hero in Japan through his hard work and dedication to his heroics.
