History
Born Keigo Takami to his unnamed father and his mother Tomie, Keigo was born into a volatile situation with two very unstable individuals that were feeding each other's dysfunction. His father, only known as Takami, was a small-time villain who tended towards things like petty theft until he lost his temper one day and murdered a man in cold blood. He hooked up with Tomie thanks to her quirk and used her to escape law enforcement. It was during this period that Keigo was born.
Takami blamed him for his inability to walk away. The three lived in a hovel that could be barely called a shack in the middle of nowhere, both of them were incredibly emotionally abusive and neglectful towards Keigo, and Takami often raised his hand to him. Keigo was kept locked away in the shack, no one was supposed to know he existed because they were on the run and when he snuck out one day, Takami accused him of attempting to give him up and beat him. Tomie got Keigo one doll - an Endeavor doll - if only to shut him up.
By happenstance, Endeavor was the one that would one day arrest his father and that left Tomie and Keigo to their own devices. Tomie believed that she would be prosecuted for sheltering a criminal and grabbed Keigo so they could flee their safe haven, such as it was. Their time being homeless on the streets did little to improve her mood, Tomie continued to blame Keigo's existence for her misfortune, asking him just what was he born for? Keigo tried to talk her into turning herself in, but she refused.
Keigo would do something incredibly heroic at the age of six or so, when coming across a multi-vehicle accident, he used his feathers to rescue people from the wreckage. This caught the attention of the Hero Public Safety Commission, the organization responsible for the regulations surrounding quirk use, and brokering relationships between law enforcement and heroes. They approached Tomie and made her an offer of a comfortable life where she would want for nothing, in exchange for taking her son to make him into a hero. Without hesitation, she sold Keigo to the Commission.
The Commission began by stripping Keigo of his identity, choosing instead the codename Hawks, essentially making it his legal name. He was then subjected to difficult, abusive training, grooming him to take up a position not unlike his predecessor Lady Nagant. When she snapped and killed the Commission president and was incarcerated in Tartarus when Hawks was twelve, he was slotted into her position. His job was to do the dirty work that wasn't befitting heroes - spying and assassination especially.
Owned by the Commission, everything that Hawks has including where he lives, his image and personality, his agency, all of them are owned and designed by the Commission. The new president decided to take a different tactic with him. Firstly, he was much younger, so they didn't want him turning on the Commission, and secondly she pushed him out into the limelight, debuting him at eighteen and ensuring that his image is pristine, making sure he accumulates fans. This is how within six months Hawks was elevated to top ten status.
Iteration
It has been four years since his debut and Hawks has been elevated to the number two spot. The Commission is still pulling the strings and while he is expected to do his public facing agency work, he's expected to run whatever mission it is they want him to do. As Hawks quips when they ask, he doesn't know why they bother, because he doesn't have a choice. Whatever contract Tomie signed is still in effect, enslaving him to the Commission.
Presently Hawks has been investigating the League of Villains. This is a project he's been working on for roughly six months and has successfully infiltrated them, making friends with the members and generally gathering information. He's been sending coded messages back to the Commission, and he's preparing for the day when the heroes will take them down before they can cause mass devastation.
The project has him pulling double duties, his usual hero activities and public engagements during the waking hours, and mingling with the League at night. Hawks hasn't had a good night's sleep in forever, or probably a decent meal. He's surviving on coffee and spite at the moment. His current League activities include spreading the word about a change in society to spur on revolution, as well as teaching Twice what the broad concepts he was forced to memorize are. He also finds time to report in to the commission. He's currently under double surveillance, the League having planted over 20 bugs on his feathers.

reasoning While Hawks literally becomes one of the avatars for change in hero society, at this point he still represents the dark and hidden side to hero society. As an optimist, he recognizes that things need to change. He pushes other heroes to change through his somewhat erratic behaviour in an effort to make people break the mold of how things are being done right now. His actions are meant to make the pro heroes realize that the present way of doing things and platitudes just aren't enough, and that the people's support is what should matter the most. This suggests he's not at all pleased with the status quo of how things are going in society for the moment and he wants to affect change.
